Abstract
This Management Project develops a comprehensive business plan for Xin-An, a digital mental health service designed to address the critical treatment gaps, fragmented service pathways, and unmet psychological needs in China. Despite increasing awareness of mental health issues, access to timely, affordable, and evidence-based care remains severely constrained by workforce shortages, uneven regional distribution of specialists, and persistent social stigma. The purpose of this project is to propose a viable, scalable, and clinically governed digital solution that integrates stepped-care models, measurement-based care, and AI-enabled triage to deliver accessible and high quality psychological support. The study adopts a business plan development methodology, incorporating a systematic review of academic and industry literature, competitive landscape assessment, operational modelling, financial forecasting, and risk evaluation. Findings indicate that market demand for mental health services is expanding rapidly, while existing providers show limitations in clinical quality, affordability, and long-term sustainability. Xin-An’s hybrid model combining low-intensity digital interventions with professional human-delivered care demonstrates strong feasibility and competitive advantage. This project provides strategic recommendations for phased growth, regulatory compliance, partnership development, and financial sustainability over a five-year horizon. The proposed business plan contributes practical insights for strengthening digital mental health delivery in China and offers a scalable framework for advancing population mental wellbeing through technology-enabled innovation.
